Techie Help Request

I'm looking for a system that will allow file sharing on Freedom of Speech.ca, both image and other data files. Must be compatible with Blogger. For example, I would like to have Peter Dimitrov's list of rivers and creeks for which there are applications for private hydro development, in a file area which people, communities and groups could easily access, download and or print. Additionally, readers should be able to upload files and images to this area, of interest to readers of this site.

Got any ideas you could pass on to me?
